The official who records a marriage and, in many countries, conducts the civil ceremony.

A registrar is a public official who legally registers marriages. In England and Wales, a superintendent registrar and a registrar attend or conduct civil weddings and register those held in places of worship if no authorised person is present. In many European countries the registry office or town hall wedding is the only one with legal effect, and a religious ceremony is optional. In the United States, a county clerk issues the licence. Rules differ, and the couple should check the law of the country where they marry.
